Rationale
After every decennial census, the Chief Electoral Officer is responsible for calculating the seats allocated to each province using the seat allocation formula and population supplied by Statistics Canada. Parliament has an important role to play in the decennial redistribution of federal electoral districts. While we support the principle of the Bill, where any scenario where Quebec loses a seat would be unfair, their proposal overreaches what is reasonable both in terms of fairness in the House of Commons and in what would be feasible without triggering the 7/50 amending formula.
